Ansar Flour Mill is the only welfare institution of Ansar-VDP. It is situated in an area of seven acre on the bank of Boyrov river under Mohessor Mouja at Dowlatpur thana under Khulna City Corporation. Construction activities of this mill started on 3 June 1962 and it started its production in the next year, on 26 May 1963. The mill was passing through a hard time in different times is still continuing its activities. A large share of the profit earned from this mill is spent in different welfare activities of the members of Asnar-VDP.

Administrative activities of mill The Board of Directors i.e. managing committee is formed by a seven member committee approved by the ministry, including a chairman i.e. Director General of Bangladesh Ansar-VDP and a vice-chairman i.e. Additional Director General of Bangladesh Ansar- VDP.

Since the inception of the mill, production activities was conducted by a manager (having technical knowledge), an assistant manager and an administrative officer. Afterwards due to labour unrest and influence of the union, the lay off of the mill was declared.

After the lay off from 1984 to 1995, the mill was restarted by the retired officers of Ansar-VDP. As none of them had any technical knowledge, the power of production of the mill reduced. Then due to gradual loss of the mill from 1993 to 1995, it came to a standstill. Later, the then Director General  upon his visit decided to appoint a skilled mechanical engineer as the manager who would shoulder the responsibility of management and maintaining the units of the mill. And this decision was made active. Since then, the mill is continuing its production.

Though the mill is run as per the direction of the Ansar-VDP headquarters, a local committee including the director, Ansar-VDP, Khulna Range, District Commandant, Ansar-VDP, Khulna, Jessore, Sathkhira, Bagerhat, related Battalion commandant, manager, Ansar Flour Mill and three labourer/employees in regard of seniority remain to shoulder  the administrative responsibility.

The local committee tries to solve any problem. If the local committee cannot find a solution, the headquarters in Dhaka is informed of the matter immediately. To run the mill, presently it has a manager, an accountant, a store-keeper, a sale representative, a delivery forman, an Imam for the mosque and a peon. Besides these, it has a gardener-kum-sweeper to take care of the garden, a driver to drive the car of the manager, a truck-driver to transport the materials of the mill.

In the headquarters, presently a secretary (in current charge), an accountant as additional responsibility and a battalion Ansar as clerk discharge  the responsibility of the mill. Presently, the administrative activities of the mill are being conducted satisfactorily.

Production management of mill

The mill started its production of twenty tones in 1963. After passing a long time and due to lack of proper management in different times, its production capacity lowered down to 50%-60% up to 1995. To bring back its production power to the previous level, some changes, inclusion and reformation have been done in January 1999. Presently, its production capacity has increased upto 80%-90% and the quality of the production is satisfactory.

Production activities are run by one foreman, three in charges of three shifts, two operators in each shift, total six operators and three laborers in each shift, total nine laborers. After the establishment of the mill  wheat was alloted by the government  and brought  to the mill. After starting free market system, the government stopped wheat allotment. As a result, to run the mill according to the permission of Board of Directors wheat was bought from the free market. But due to various reasons, every year the mill had to incur the loss of several lac of money. From January, 1996, huge change was done in the management level. As a result, the mill turned into a profitable institution and  still continues earring  profit.

Among the products, flour and suji constitute 70% while the rest is Bushi. If wheat is bought from home and abroad and stored them for 3-4 months, it becomes very easy  to run the mill during scarcity and  the profit also increases. Following this system from 2006 to 2011, the mill has benefited itself. According to the decision of the Board of Directors, wheat of rason are bought from Dhaka range. Collected wheat are crashed and wheat are produced. As a result, the mill is getting more profit. Sometimes, wheat collected from the  government storage or godown may not be suitable to make flour. As a result, there occurs variance in quality. For this reason, presently red and hard Canadian wheat is mixed with the wheat of ration. Thus, the authority is  trying to improve the quality of flour.

Present buying and selling system of  mill

For buying the main raw material wheat from the free market, a five member committee formed by the headquarters with mill labourers/employees  and heading district commandant, Ansar-VDP, Khulna fixed the price of the wheat after securitization. Another five-member committee formed by the headquarters under the supervision of the manager works to ensure the quality and weight of the wheat. Besides these, according to the permission of a  local committee, the mill buys some day to day goods such as sack, rope, sutli, machine oil, mill machineries, etc.

Selling system of the products of the mill in the free market in competitive price is run by the mill. To balance the price with the market price, permission of district commandant, Ansar-VDP, Khulna is essential. At the end of the month, a detailed description of the  whole production, buying and selling, loss and profit is sent to the headquarters through director, Ansar-VDP, Khulna range.
